This issue occurs if you install Creative Cloud for desktop app on Windows with a user name having double-byte characters in it. To resolve this, refer to the Let me fix it. I have tried the customization wizard, but I am not sure how to proceed with the MST file that is. Is there any official command line (switches) reference for the different versions of
Adobe (formerly Acrobat) Reader?

Especially I want to:
- Start Reader and open a file
- Open a file at a specific position (page)
- Close Reader (or single file)

You can find something about this in the Adobe Developer FAQ. (It's a PDF document rather than a web page, which I guess is unsurprising in this particular case.)
The FAQ notes that the use of the command line switches is unsupported.
To open a file it's:
The following switches are available:
/n
- Launch a new instance of Reader even if one is already open/s
- Don't show the splash screen/o
- Don't show the open file dialog/h
- Open as a minimized window/p <filename>
- Open and go straight to the print dialog/t <filename> <printername> <drivername> <portname>
- Print the file the specified printer.

It's for version 7 but all the arguments I tried worked.
As for closing the file, I think you will need to use the SDK, or if you are opening the file from code you could close the file from code once you have finished with it.

In Extension Manager CC, you can use the command line to perform various operations you would normally perform in the Extension Manager workspace.
You can manage extensions from the command line, using certain syntax, commands, and attributes. The command line syntax in Extension Manager CC has changed remarkably. For command line syntax used in Extension Manager CS6 or earlier, refer to this article.
- In Windows, open the command prompt by selecting Start > All Programs > Accessories > Command Prompt. In Mac OS, open Terminal by double-clicking its icon in the Applications/Utilities folder.
- Navigate to the following folder:
- Windows: C:Program FilesAdobeAdobe Extension Manager CC
- Mac OS: /Applications/Adobe Extension Manager CC/Adobe Extension Manager CC.app/Contents/MacOS
- On the command line, enter the executable as follows (including the double quotes):
- Windows: 'ExManCmd.exe'
- Mac OS: “./ExManCmd”
- Windows: 'ExManCmd.exe'
- After the executable, enter the desired command.

- Enter the following command, specifying your own attributevalues:

Install an extension for all user accounts on a computer using the command line
